Previous owners name and date written neatly to inside cover. Between 1921 and 1938 Sir Percy Loraine served as H.M. Representative in Persia, Greece, Egypt, Turkley and in Italy from 1939 to 1940. This biography of Loraine concentrates mainly on these btweeen-war years which are covered by his papers in great detail. As a forein correspondent in Cairo, Rome and Paris during much of that time I acquired some undetstanding of the nature of the problems which faced a Head of Mission. How best, for instance, could he assist H.M.G. to withdraw from engagements which had become embarrassing? To what extent should he advise his Government to refrain from interference in the internal affairs of countries such as Persia and Egypt? How far could he influence and trust autocrats and dictators? Throughout his career as Head of Mission, Loraine had managed to satisfy such diverse Foreign Secretaries as Curzon, Austen, Chamberlain, Henderson, Simon, Eden and Halifax. Although he would always put foreward his own considered point of view on policy, he believed that a diplomat should not act as a policy maker, but as the agent of the Government he served.
