The second part interprets and evaluates the ways Whig rhetoric contributed to the development of a potentially revolutionary mentality from the time of the Stamp Act in 1765 to the battles of Lexington and Concord in April 1775. The third part of the book treats the public debate over independence in Philadelphia during the first six months of 1776. During these months proponents of leaving the empire competed rhetorically with proponents of continued union.
