Mr. Francis was apt to be addressed as General, largely because Of his masterful management of expedition finances; and Mr. Pemberton was known as Chief, having been many years chief engineer of the U. S. S. Monocacy while attached to our Asiatic squadron. During that time, he had in 1887 accompanied Professor Todd's ear lier expedition to Shirakawa, in central Japan, where his assistance was peculiarly welcome.
