The Allied forces which undertook the bombing of Europe had been given a brief: Destroy the German war machine, 'the economy which feeds it, the morale which sustains it, the supplies which nourish it and the hopes of victory which inspire it'; but theey had to develop and try the methods of accomplishing this task and build up the necessary forces to implement policies as yet unproven.
