About this title: Just why do children start smoking? This survey was carried out by OPCS for the Department of Health to investigate ways in which children's attitudes to smoking and smokers are related to whether or not they themselves take up smoking. In recent years smoking has continued to decline among adults, but research has shown that this is not the case for children. One of the conclusions reached is that as children are predominantly erratic and opportunistic smokers, there would be some value in making it more difficult for them to buy cigarettes.
