The President of the Japan Dental Association, Dr. Morinosuke Chiwaki explains how this book came to be (in English). "Dr. Yoshio writer of this report has been for many years devoted to the work of dental hygiene in Japan and has contributed very much toward the improvement of that line of dentistry. Dr. Mukai is a prominent figure of the Oral Hygiene Investigating Committee as well as the Oral Hygiene Propagating Committee of our association and has managed the " Lion " Oral Hygiene Department. In May, 1926, having been commissioned by the Department of Education, Tokyo Municipality and our association to investigate the school dental services in Europe and America, Dr. Mukai went to U. S. A. where he attended the International Dental Congress and there made a report on the present condition of oral hygiene in Japan. Dr. Mushai then sailed to Europe and came back to Japan, 1927. The result of his elaborate observations and investigations in the various countries has been compiled in the present report which he has submitted to us for the benefit of our association."
