Thus, out of the enormous literature in English on the USSR, only a few items have been included-because they were written by members of the American Party or by confirmed fellow-travelers, or because they have strongly influenced opinion in this country toward communism. Criticism of the Soviet Union or of other communist countries by non-communists living here has generally been excluded, as beyond the scope of the present work. Publications of the Communist International and its leaders, whether Russians or other nationals, have been included when they specifically addressed themselves to American questions, or in a few cases when they laid down important changes of line that of course bound the CPUSA, along with all other affiliated parties.
