Julian E. Zelizer, Ph.D., is a Professor of History at Boston University. He is author of ON CAPITOL HILL: THE STRUGGLE TO REFORM CONGRESS AND ITS CONSEQUENCES, 1948-2000, Taxing America: Wilbur D.
