This hearing was called to consider a bill sponsored by Representative George Danielson, and Representative Lungren. There was concern that the Refugee Act of 1980 had failed to reduce welfare dependency among refugees, which was one of the Act's primary objectives. In fact, the subcommittee was concerned that just the opposite had occurred and the dependency rates had increased and that almost half of the refugees were recieving case and medical assistance.
