Reply of Russell & Co., of Massillon, Ohio, manufacturers of steam engines, farm machinery, etc. Established in 1842. Capital inreated, $1,000,000. Oar product has been from $3,000 in 1842 to $2,250,000 in 1891, rising steadily since 1878, with exception of 1885, 1886, and 1888. From November 30,1892, orders in the department of high class engines fell off materially, but current orders in process kept men employed until the following May. In the agricultural or f;irm department a full force was employed in the spring of 1893 manufacturing for the summer and fall trade. The depression following the panic and the low prices of grain not ouly prevented many from purchasing, but rendered hazardous sales to ordinary safe buyers. Shops were practically closed except for completion of contract work from August 1, 1893, to February 1, 1894. Relative condition is shown by wages account. From August 1, 1892, to February 1, 1893, 8193,497.94; from August 1, 1893, to February 1, 1894, $26,303.33; for January, 1893, wages account, $34,817.61; for January, 1894, wages account, $7,304.64. The rate of duty necessary to place domestic products on an equal footing with foreign producers is so dependent upon the rate of wages as to be a matter difficult of determination. Would regard 25 per cent as sufficient if honestly enforced. Cost would have to be reduced by the same amount if reduction in duty equaled 10 per cent of cost; if 8 per cent, then 8 per cent. lu 1884 prices were 33J per cent off ...
