The maximum deduction equaled 10 percent of the lesser of: ( 1 ) the earned income of the spouse with lower income or ( 2 ) $ 30,000. The two-earner deduction, was, in part, created to alleviate the work disincentive effects of high marginal tax rates on the second earner's income.
