The purpose of this study is to determine the impact of the introduction of a value added tax (VAT) on certain key economic variables in Europe. It was started to form a background to discussions held in 1980 centered on a proposal to introduce VAT in the USA. It analyzes the experience of five European countries: France, Germany, Italy, Sweden, and the United Kingdom both at the time of introduction of the tax and during subsequent changes. Attention is focused on seven areas of concern: prices, exports and export pricing, capital formation and savings, wages and wage demands, tax structure, incidence, and fiscal policy, administration costs, and compliance costs.
