How-ever, on March 4, 2004, the Committee held an oversight hearing entitled ' ' The United States Government Strategy for Fighting HIV / AIDS: Implementation of Public Law 108 - 25. ' ' Section 403 ( b ) of Public Law 108 - 25 requires that for fiscal years 2006 through 2008, not less than 10 percent of amounts appropriated for HIV / AIDS assistance for each such fiscal year shall be expended for as-sistance for orphans and other vulnerable children affected by HIV / AIDS. During the 107th Congress, the Committee held a hearing entitled ' ' AIDS Orphans and Vulnerable Children in Africa: Identi-fying the Best Practices for Care, Treatment, and Prevention ' ' on April 17, 2002. COMMITTEE CONSIDERATION The Committee considered H.R. 4061 at a meeting on March 31, 2004. VOTES OF THE COMMITTEE There were no recorded votes during the consideration of H.R. 4061. COMMITTEE OVERSIGHT FINDINGS In compliance with clause 3 ( c ) ( 1 ) of rule XIII of the Rules of the House of Representatives, the Committee reports that the findings and recommendations of the Committee, based on oversight activi-ties under clause 2 ( b ) ( 1 ) of rule X of the Rules of the House of Rep-resentatives, are incorporated in the descriptive portions of this re-port. NEW BUDGET AUTHORITY AND TAX EXPENDITURES Clause 3 ( c ) ( 2 ) of House Rule XIII is inapplicable because this leg-islation does not provide new budgetary authority or increased tax expenditures.
