This book is the most important book as to the question of whether the Roosevelt Administration knew that a Japanese naval fleet was crossing the northern Pacific on its way to destroy the U.S. Naval ships anchored at Pearl Harbour.. It is a carefully documented study. See the BBC video that also claims that Roosevelt had knowledge of Japanese intentions, but held back his knowledge of such as he wanted to bring the U.S. into WWII.
