In offering this amendment, I realized that these boundary 'ikv, or lines of deaarcation, were rather widely drawn, but, as the bill exempted rivers and harbors, nd that the courts would have to pass upon the question in the different localities, nd that Puget Sound, with its bold shores, lacking in anchorage facilities in the oajor portion of its limits, I deemed this amendment wise, and I still think so, on ccount of its general scope. I realize that the position of a representative of the people in a legislative assembly, t times is very trying, and in deliberating upon the merits or demerits of a measure it is not always an easy matter to get at the truth, and my only desire in writing his letter to you is, if I may, to give you (as before stated) the views of a man who m seen a few years of real service in the forecastle as well as the cabin. If these few remarks will assist you in any way in arriving at a just decision as egards the merits of this bill I shall feel amply repaid.
