The best thing about this book is that it reproduces the original as it first appeared, with the clever integration of text and illustrations. Unless money is a major consideration, you shouldn't purchase any edition that's text-only.
The annotations give a good view of what Baum was trying to achieve, as well as insight (both favorable and unfavorable) into his writing abilities. There is also a longish (for a bood of this size) biography of Baum.
