Yet our gaming operation provides millions of dollars and thou-sands of jobs outside of the tribal community. In California, tribal governments are the second-largest employer in the State, only sec-ond to the State itself in job creation. Gaming is not a Federal or a State program. Tribes are responsible for paying for services re-ceived and improper revenue-sharing only bleeds tribes. This is why we believe protecting our sovereignty and our rights is para-mount.
