Other circumstances might be adverted to which would render this highly proper. Whilst, therefore, the President cannot receive you in a diplomatic character, he will be much gratified should you deterrnine to remain in this City as an agent of Texas. In that capacity you may render essential service to both Countries. In arriving at these conclusions, the President requests me to assure you of his sincere regard for the President of Texas and his regret that he has not been able to comply with his wishes in regard to your reception.
